Window Replacement Grants
Which funding routes to check, what an assessment means, and the questions to ask before ordering.
Window replacement grants are not a universal offer of new windows. In England, some energy-efficiency funding can support glazing improvements, but the property, household, scheme rules and proposed package of work all matter. A search for new windows grants or double glazing grants should start with the organisation administering the scheme, rather than an advertisement promising an automatic entitlement.
This guide separates council-led funding from energy-supplier schemes and explains what to check before committing to replacement windows. Dual Finish South West supplies uPVC and aluminium replacements from Cranbrook near Exeter across Devon, Cornwall, Dorset and Somerset. A normal replacement quote is separate from a funding assessment; receiving a quote does not establish grant eligibility.
Start with Warm Homes: Local Grant
Warm Homes: Local Grant is an England scheme administered through participating local councils. The GOV.UK application guidance describes privately owned homes, including privately rented homes, with an Energy Performance Certificate in bands D to G. Household income, postcode and benefit-related routes are part of the eligibility assessment. Read the current criteria through the official application service rather than assuming a single income test covers every household.
Even where a household qualifies, the council assesses the property and agrees suitable improvements. The national guidance gives examples such as insulation, heating and solar panels; it does not promise replacement windows to everyone. Ask your council specifically whether glazing is available in its current programme, what existing glazing qualifies, and whether another improvement takes priority.
ECO4 and double glazing grants
Ofgem describes ECO4 as an obligation on energy suppliers, not a cash grant paid automatically to the householder. Its consumer guidance currently gives a scheme end date of 31 December 2026. Check that date and the delivery arrangements directly before relying on an offer, especially when discussing a project close to the end of the scheme.
Ofgem confirms that window glazing can be eligible as single-to-double or improved double glazing. However, energy companies choose which retrofit projects and packages they support. An eligible measure is not the same as an approved job. Ask the supplier or delivery organisation whether the proposed windows form part of its assessed package, what costs it covers and who is responsible for installation.
Replacement windows are not secondary glazing
Secondary glazing adds another glazing layer while retaining the existing window. Replacement double glazing usually involves a new sealed unit or a complete new frame and glazing assembly. Those are different specifications and may be treated differently by funding programmes. A reference to secondary glazing in scheme guidance should not be read as permission to order replacement frames.
Before comparing offers, request a written description of the measure: whether the frame is retained, what glass is installed and what rooms or openings are included. That avoids misunderstanding an offer for a targeted thermal improvement as a full-house window replacement.
What to prepare before you apply
Gather your address, EPC information if available, details of the current glazing and the evidence requested by the scheme administrator. Explain whether the windows are single glazed, misted between panes, difficult to operate or simply dated in appearance. The assessment needs the real condition, not a guess about which improvement will be funded.
If you rent, speak to the landlord before arranging alterations. If you own a leasehold flat, check the lease and ask the freeholder or managing agent about consent. Funding eligibility does not override ownership responsibilities, planning controls or building regulations. Keep the administrator’s written approval and proposed scope before ordering anything.
Questions to ask about a funding offer
Ask who is administering the scheme, who approves the measures and whether any household contribution is required. Confirm which installer will carry out the work, how the specification is recorded and who provides the completion paperwork. Use the official council or supplier contact details to verify an unsolicited offer rather than relying on the contact details in an advertisement.
Check whether you may choose an installer or must use the programme’s appointed contractor. A private quote from Dual Finish does not mean the company is appointed to a particular grant scheme. Do not pay for work expecting reimbursement unless the administrator has expressly approved that arrangement in writing.
When funding is not available
You can still compare repair with full replacement according to the condition of the window. Misted glass in an otherwise sound frame may need a sealed-unit replacement rather than a whole new opening. If sound frames only need a colour change, spraying addresses the finish rather than the thermal specification.
For replacements, a free survey and written quote let you compare uPVC and aluminium, opening styles and the work included. Make that choice separately from any grant application so an unapproved funding enquiry does not become an unaffordable order.

Questions people ask
Are new windows grants available to everyone?
No. Funding depends on the programme, household, property assessment and approved measures. Check with the council or energy supplier before ordering.
Can ECO4 include double glazing?
Ofgem says single-to-double and improved double glazing can be eligible measures, but suppliers decide which assessed projects and packages they fund.
Does a free survey mean my grant is approved?
No. A commercial window survey and quote are separate from the scheme administrator’s eligibility and funding decision.
